Yuchengco firm’s Tarlac estate draws government pharma partner

June 24, 2026

A sprawling industrial estate in Tarlac owned by bilyonaryo Helen Yuchengco Dee may soon add healthcare and pharmaceutical ventures to its growth plans.

House of Investments Inc. disclosed that its wholly owned subsidiary, Tarlac Terra Ventures Inc. (TTVI), signed a Memorandum of Cooperation with Philippine Pharma Procurement Inc. (PPPI) on June 15 to explore potential business opportunities in the country.

The agreement does not commit either side to a specific project but lays the groundwork for possible collaboration between the Yuchengco-led conglomerate and the government pharmaceutical agency.

Under the memorandum, the parties expressed a mutual intention to explore new business opportunities and consider, when appropriate, PPPI’s participation in businesses operated by House of Investments or its affiliates. The potential cooperation may involve industries where HI is already active, as well as other areas that both parties may identify in the future.

The partnership could have implications for TTVI’s flagship development, the TARI Estate in Tarlac City.

TTVI serves as the real estate and land development arm of House of Investments and is the joint venture vehicle behind the expansion of the TARI Estate. The project combines a 184-hectare TTVI property with land contributed by LIMA Land Inc., a subsidiary of Aboitiz InfraCapital, creating a 384-hectare industrial, commercial and institutional development in Central Luzon.

The estate is being positioned as a mixed-use economic hub that will include industrial locators, commercial establishments and residential components.

PPPI, an attached agency of the Department of Trade and Industry, is tasked with sourcing, storing and distributing medicines and medical supplies nationwide. Formerly known as PITC Pharma, the agency plays a key role in government healthcare programs, including medicine procurement, inventory management and support for public pharmacy networks.
